Horseshoe Park Project Delayed

HORSESHOE PARK PROJECT DELAYED!

On May 8, 2026, it was announced that major construction at Horseshoe Park has been delayed until Spring 2027 due to ongoing federal permitting and state water-quality review.

That same day, NEORSD publicly confirmed that the project can no longer proceed under Nationwide Permit 27 and instead must move through a Standard Section 404 permitting process with the U.S. Army Corps of Engineers. NEORSD also confirmed that the project now requires an Individual Section 401 Water Quality Certification review through Ohio EPA.

These developments are significant because they publicly acknowledge that major federal and state review processes remain active and unresolved.

It's important to keep in mind that the legal, permitting, and environmental-review issues surrounding the proposed dam removal and parkland transformation remain ongoing.
